System Copy- when you want to build a new SAP system similar to production data you do a System Copy.
Example: build a new test system or training.
System Refresh- if you want to refresh your exiting system data with production data you do a system refresh.
Example: SAP QAS refresh within PRD.
NOTE: target system is online when you do a system refresh.
